THE EARLY CONSTITUTIONS OF EASTERN GERMANY Something like political life began to re-emerge in the east when the Soviet Union created five Länder or provincial governments in its occupation zone very shortly after the German surrender in 1945.

After the election of March 18, it was clear that unification would soon be achieved—on terms basically determined by the conservative coalition in the west—and subsequent amendments were steps leading to that almost certain conclusion.
