But promising is not natural either. It is something that exists only between humans who share a language. A human child must learn from other humans what a promise is and how to make and understand one.

Whatever power the law possesses comes from the force with which it is made to prevail. Only violent enforcement makes the law effective—and it is made effective solely to serve the accumulation of power by some in face of the desire of others to grab that power for themselves. It is all struggle all the time, and no liberal expedient can hope to mitigate the conflicts. Power cannot be distributed and multiplied, nor can competition be moderated by compromises and trade-offs. Humans strive for absolute power, and contrivances short of violent conflict cannot stop that headlong rush.

For that reason, liberalism believes the influence should also work in the other direction. There must be means established for the people to influence the law. American liberalism provides three crucial mechanisms for revising the 22 H liberalism: principles and values law—and, ultimately, the Constitution. The first are the explicit rules for formal amendment. The second is normal legislation. The Constitution hardly claims to be a complete body of law.
